Is that fictional character modeled after this real life guy(below) except that guy below is real and actually holds substantial power

Norman Wexler wrote the fictional character "Joe" in order to smear blue collar Americans.

The guy in the photo below is real. And there are MANY just like him.

Is he bad or does he get a pass?

If you take time out to post about the bigotry coming from a fictional character, surely this is to be condemned as well.
