That part of Philly has been a heroin hotspot for years, probably the largest one in America, with buyers coming from out of state every day. It's gotten much worse since a progressive mayor took over Philly. He and the District Attorney won't prosecute for most drug crimes. The police are constantly held back from enforcing laws, and if an arrest goes sideways, the Officer will be thrown under the bus guarenteed...combine that with easily prescribed prescription painkillers segwayed into street drugs and you have what's shown in these videos..but on the bright side the mayor made sure there's Trans friendly bathrooms in city hall

Seriously though check this deal out still way nicer than Vince single wide trailer and not much more expensive downtown in a city. If I we're Vince I would move yesterday

There is a R/E development company that advertises constantly for new investors that rehabs those places not far from where the junkies hang out. That looks like one of their rehabs.
