Libyan Turmoil Prompts Chinese Naval Firsts.

China has sent one of its most modern warships to protect vessels extracting thousands of its citizens from Libya, in the Asian power’s first naval operation in the Mediterranean Sea and its first deployment of military hardware in a civilian evacuation mission.

The Chinese navy diverted the Xuzhou, a 4,000 ton missile frigate, from anti-piracy patrols off the coast of Somalia and dispatched it to the Libyan coast on Thursday, according to a statement on the Chinese Defense Ministry’s web site.

The Chinese government has also sent civilian ships and aircraft to evacuate about half of the roughly 30,000 Chinese citizens Libya amid escalating violence there, in what the state-run Xinhua news agency has described as China’s biggest civilian evacuation operation.

The evacuation reflects the mounting pressure on China’s government to protect the growing number of Chinese citizens living and working overseas, especially in unstable regions where China is seeking supplies of oil and other key raw materials to feed its booming economy.

The Xuzhou’s deployment also illustrates the Chinese navy’s increasing capacity to operate far beyond China’s own shores in order to protect the country’s perceived interests, including the security of its businesses and citizens.

As well as boosting the navy’s public image, the Xuzhou’s deployment could help it secure future funding, particularly for a program to develop aircraft carriers, according to Andrew Erickson and Gabe Collins of China Signpost, a website providing analysis and policy recommendations on China.

The U.S. government came under fire today for chartering a rescue boat for Americans stuck in Libya that is too small to cope with the rough Mediterranean sea.

Hundreds of American citizens were finally set to depart Tripoli harbour aboard the Maria Dolores, a small passenger ferry chartered by the U.S., trapped there by rouigh seas.

At the same time larger Greek and Turkish vessels have transported thousands of their own citizens to safety, crossing the choppy water to mainland Europe.

Hundreds of Americans trapped aboard a rescue ship that was too small to sail in rough weather have finally left Libya this morning.


The 167 stranded U.S. citizens have been holed up on the Maria Dolores since Wednesday, as rough weather has prevented the ship from leaving.

The Dolores left Tripoli at 6:37 am EST and is expected to reach its destination port of Valetta, Malta at around 3:00 pm EST.

'The ferry carrying American and international citizens from Libya to Malta is finally underway,' U.S. State Department spokesman P.J. Crowley tweeted.

According to the State Department there are 285 passengers on board the Dolores, including 167 U.S. citizens and 118 people of other nationalities.

President Obama has been under intense criticism for his muted response to the bloodshed in Libya, with speculation that Colonel Gaddafi had intimidated the White House into silence by blocking the evacuation of U.S. citizens.

And last night, while the Dolores remained stranded, the president enjoyed a White House pop concert in celebration of Black History month.


Tony Munoz Editor of shipping magazine The Maritime Executive said: 'I don't understand why this vessel didn't leave earlier - The Maria Dolores is a new vessel built for Mediterranean seas.

'I can only imagine the captain was refusing to sail because he felt the vessel was not capable enough of taking the sea on.

Speaking to MailOnline, Mr Munoz said that there was no comparison between the 68 metre Dolores and the 204 metre Hellenic Spirit, used by the Greek government to evacuate its citizens from Benghazi.

'The U.S. needed to charter a bigger boat like the Greeks' he said.


'The fully hulled Spirit will be more durable outside a port, this much bigger vessel could take the rough seas on.


'There is no question about it, they [U.S.] should have been out of there long ago - why haven't they chartered a bigger boat like the Greeks or Turkish.

'At the very least, the government should have had a larger back up vessel on the way.'

Tens of thousands of foreigners are trying to flee the chaos in Libya, with Turks and Chinese climbing aboard ships by the thousands, Europeans mostly boarding evacuation flights and North Africans racing to border crossings in overcrowded vans.

The British Government sent three chartered planes to Tripoli, with the first returning in the early hours of Thursday morning.

China has evacuated more than 450 by plane and bus - nearly half of whom were employees of Sinohydro.


India's External Affairs Minister S.M. Krishna said Friday that the government would send two flights a day starting Saturday to evacuate some of the 18,000 Indians in Libya. India is also sending ships.


Other countries, such as Greece and Turkey have been able to rescue thousands of their own citizens,despite yesterday's rough weather.


Earlier in the week, State Department official P.J. Crowley said Libyan authorities had refused the U.S. permission to land any chartered aircraft.

'We had requested permission to bring charter aircraft into Tripoli.

'That permission was not granted yesterday [Tuesday].

'We still would like to have permission to bring charters in for any additional Americans who want to leave.'

It is understood that the Maria Dolores was only allowed to dock in Libya on Wednesday after the State Department contacted the Gaddafi regime to ask permission.

Some have suggested the slow evacuation was behind President Obama’s lacklustre performance in condemning Colonel Gaddafi's, regime where thousands are thought to have been killed following protests.

Passengers arriving in Rome and Malta described scenes of chaos and violence at Tripoli's airport, with people pushing and shoving to get onto the few flights taking off Wednesday and Libyan police and security agents kicking and beating them.

‘One of my fellow passengers was actually beaten up quite heavily and kicked on,’ said Steffan Arnersten, a 42-year-old Swede who works as a managing director at a technical consulting company. ‘He's quite wounded.’

Sharon, a Maltese arriving home aboard the only one of three scheduled Air Malta flights to make it out Wednesday, said the situation at the airport was desperate.

‘It was just terrible. People fighting for their lives, scrambling over people, pushing, shoving, kicking, everything. It was a mess.’

Libya is one of the world's biggest oil producers — responsible for nearly 2 per cent of the world's oil — and many oil companies were evacuating their expatriate workers and families.

There are an unknown number trapped in isolated desert camps.


British Defence Secretary Liam Fox said yesterday that a number of Nato alliance countries are drawing up plans to rescue the trapped contractors.


Mr Fox said an 'international co-ordinated effort' would be mounted to retrieve workers who are isolated and under threat from armed gangs.

'We may be taking out citizens of other countries, other countries may be taking out UK citizens. The better we have it coordinated and de-conflicted, the better the chances of success,' he said.

There were also reports that British special forces are in a holding country near Libya, primed and ready to intervene if necessary .

With the violence in Libya escalating, there are increased fears for U.S. citizens remaining in the country.


Yesterday the town of Mistrata came under rebel control, while heavy fighting was reported in the town of Al-Zawiya, less than 40 miles west of Tripoli.

As opposition forces approached the Libyan capital, lorries and armoured cars have been seen picking up dead bodies lying in the street and inside burned-out buildings.

According to sources, the besieged Libyan leader has blocked road junctions into the capital Tripoli with tanks ahead of an expected attack by rebel forces.


'The place is a killing zone - dozens of people are being attacked,' said a Tripoli-based source who had been in contact with residents in the town.

The news came as French doctors working in Benghazi, the country's second city, reported at least 2,000 deaths in the pro-democracy uprising.

It was further proof that the increasingly unstable but massively rich dictator is ready to invest his country's vast oil wealth to crush resistance.

He is already paying foreign mercenaries to back up his regular forces, who have used everything from helicopter gunships to high velocity sniper rifles to kill insurgents.

Halil Ibrahim Yurttutan, who worked for Libya's Mammar Arabia company in Benghazi said company workers witnessed anti-Gadhafi militias hunting down and killing paid mercenaries from Chad.


‘They were killing whichever mercenary they caught, they were unforgiving.

‘Three were attacked just outside our sight with knives and sharp objects. Two were killed and were lying on the pavement. We took a third one to the hospital but we don't know what happened to him.’

Serdar Taskin, also a Mammar Arabia employee said he saw bodies hanging from electricity poles. But he did not know if they were protesters or Gadhafi supporters.

While the bloodshed continued two Turkish ships took 3,000 citizens from Libya, where an estimated 25,000 Turks live and work.

Passengers cheered and whistled as the two ferries carrying 3,000 Turks docked at Marmaris early Thursday.

Mustafa Oztekin, who worked in the hard hit Eastern city of Benghazi told reporters what he witnessed: ‘Our construction site was pillaged, our camp was looted.

‘We left for the airport thinking that it would be safe but the protesters raided the airport as well.

‘We were terrified but they quickly reassured us that they had nothing against the Turks. They were just against the regime.

Evacuation planes from Libya have been gathering pace over the last few days.


The first planeload of evacuated Russians landed in Moscow, bringing 118 people, and three more planes were expected.

A ship was also setting sail for Ras Lanuf, the site of Libya's largest refinery and port, to evacuate up to 1,000 Russians, Turks, Serbs and Montenegrins there.

Two French military planes evacuated nearly 400 foreigners to Paris from Libya, and a third plane was en route from France.

Two Bulgarian planes returned Wednesday from Tripoli with nearly 200 passengers and Dutch citizens flew home on a military plane.

Hundreds of Italians took Alitalia flights from Tripoli home, and an Italian air force plane landed Wednesday to evacuate others.

Two Italian naval vessels headed to eastern Libyan ports to rescue citizens from Benghazi, Misurata, and other cities where airports had been damaged.

Arriving at Madrid's Barajas airport on a nearly empty Libyan Airlines plane, Venezuelan oil engineer Cesar Orta said he had never witnessed violence but had heard it.

‘You could hear gunshots or fireworks and hear people shouting. I wasn't afraid, but I never left my house at night,’ he said, adding that Tripoli was generally pro-Gadhafi.

Orta said the Libyans he had talked to think the unrest will die down in a week or so.

‘They say things will be OK and that Gadhafi will sort things out,’ Orta said.

Dominguez, who worked as an architectural consultant in Tripoli, said the Libyans he knows were furious with the international community for its hands-off approach.

‘People are very angry with the international attitude,’ he said.

Shit - everyone else was able to get thousands of ther citizens to safety, but Obama and the Gang simply send the SS Minow over there.

State Department spokesman P.J. Crowley says high seas have kept the boat in the Libyan capital of Tripoli.

He said Wednesday U.S. citizens are safe on board the boat. It will leave for Malta when weather permits.

The U.S. has said Americans should leave Libya. But the vessel that would evacuate them was late in reaching Tripoli because of swells in the Mediterranean Sea reaching 5 meters.

The slow evacuation has prevented the Obama administration from taking a tougher line on Moammar Gadhafi's regime amid a fierce crackdown on protesters who've taken over large parts of the country.

U.S. officials say their first priority is ensuring the safety of Americans.

Getting embarassed by the greeks, italians, chinks, turks, and others who go there people out while our are stranded due to the incompetence of this WH is ordering the wrong ship and waiting forver to get them out of there is a massive fal.   

Again - we look like 4th rate amatuers again, just like Ferguson said all of the people refer to us now as at world meetings of leaders.
