Biden thinks the Taliban are our allies now. He already literally gave them $85 billion in artillery, left hundreds behind and you think this $308 million is for humanitarian aid.
Even if true, which it is not, you are talking about different matters trying to relate one to the other. Show me where Biden said the Taliban is our ally.

Trump made a deal to remove U.S. forces by May 2021, but Biden extended the withdrawal deadline to September 11th.
Trump finally bypassed the Afghan government to negotiate directly with the Taliban. The deal with them that he signed on Feb. 29, 2020 promised to pull all U.S. troops out by May 1, 2021.
Now for the second unrelated part of your comment which I already addressed. Congress must approve sending money to Afghanistan. "Lawmakers (Congress) have urged the Biden administration to take action to avert an economic disaster in Afghanistan, proposing measures that could provide relief."
Sending humanitarian aid to Afghanistan is not something new. Some US$150 billion in nonmilitary U.S. aid flowed into Afghanistan from 2001 to 2020, plus billions more from its allies and international organizations.
