Cops are handcuffed. They make decisions in a split second that people, news, jurors, prosecutors debate for days, months and years. We now have District attorneys in major Democrat cities refusing to prosecute arrests. Why would a cop put his job on the line knowing district attorneys office will throw out the charges? Also the new bail reforms are letting guys out the same day before the reports are issued. Nation wide many people think they have the right to resist arrest. A cop has a right and a duty to use force to make the arrest. You fight the charges in court and not in the street. Cops tread lightly now knowing they don't have the backing of the people, command staff and politicians on especially resisting subjects . Cops are effective when they are pro active. Now they are reactive to save their job. Cops nation wide have implied immunity from law suits. Meaning you can sue the town, country, state or the feds but you can't sue the cop directly. These laws were put into place because cops wouldn't be able to their job if every arrest resulted in a personal law suit they would have to defend with their own money. Liberals want that law changed. Imagine an ordinary working cop being sued 10 times a year as leverage into dropping charges? Right now in liberal areas cops stand by like armed security guards trying to protect their job instead of getting involved. They know no one has their back. In the past when you had "mainly peaceful protests" with arson, assaults, looting, murder, blocking of highways and vandalism, cops would go in with bats and hats breaking heads. Now they stand by and watch, knowing liberals have no stomach for what needs to be done.
