Since Bush knows that he couldn't get a greenhouse gas bill through congress, he decided to use an innovative solution to the problem.  Various experts opine that international flights will be slashed by at least 15% in the next five years, as wary travelers make only the most necessary trips. Bush will thus have accomplished more to combat global warming than any US president in history.

Bush is already well-known for his tactic of playing hardball with Iraq and Iran . . . which has had a direct effect on oil prices, which has in turn done more to increase the popularity of hybrids/compact cars than any cheesy-ass advertising campaign.
