$16 Muffins Found at U.S. Meetings

U.S. Justice Department agencies spent too much for food at conferences, in one case serving $16 muffins and in another dishing out beef Wellington appetizers that cost $7.32 per serving, an audit found.

“Some conferences featured costly meals, refreshments, and themed breaks that we believe were indicative of wasteful or extravagant spending,” the Justice Department’s inspector general wrote in a report released today.

The inspector general reviewed a sample of 10 Justice Department conferences held between October 2007 and September 2009 at a cost of $4.4 million, a period that included the administrations of Republican George W. Bush and Democrat Barack Obama. The Justice Department spent $73.3 million on conferences in fiscal 2009, compared with $47.8 million a year earlier, according to the report.

The muffins were served at an August 2009 conference of the Executive Office for Immigration Review and the beef Wellington was offered at a February 2008 meeting hosted by the Executive Office for U.S. Attorneys. A March 2009 conference of the Office on Violence Against Women served Cracker Jack, popcorn and candy bars at a single break, costing $32 per person, according to the report.

$5 Swedish Meatball

The report is a follow-up to one from 2007 that found the Justice Department had few controls to limit the costs of conference planning, food and beverages. That audit cited a reception that included Swedish meatballs costing $5 apiece.

In April 2008 the Justice Department issued policies and procedures designed to control conference spending.

The new report found that agencies were able to “circumvent meal and refreshment cost limits” when conferences were planned under cooperative agreements, a type of funding awarded by a Justice Department agency.

Justice Department agencies “did not adequately attempt to minimize conference costs as required by federal and DOJ guidelines,” the report said.

Gina Talamona, a Justice Department spokeswoman, said, “We agree that excessive spending of the types identified in the OIG report should not occur.”

Department agencies “have taken steps since 2009 and prior to the OIG report to ensure that these problems do not occur again,” Talamona said.

Senator Charles Grassley of Iowa, the top Republican on the Judiciary Committee, said in a statement that the Justice Department “appears to be blind to the economic realities our country is facing. People are outraged, and rightly so.”

The spending described in the report provides a “blueprint for the first cuts” that the congressional supercommittee should make, Grassley said. The panel was created in August as part of the agreement to raise the national debt limit and faces a Nov. 23 deadline to come up with recommendations for $1.5 trillion in budget savings.

If the conferences are at hotels they charge sales tax plus minimum 18% gratuity.   But a $16 muffin seems high, I bet there are pay offs involved here.

Among the examples: Beef Wellington hors d’oeuvres at $7.32 per serving; a Cracker Jacks, popcorn and candy snack for $32 per person and coffee costing more than $1 per ounce, making a single cup $8.24.

And the $16 muffins? They were served at a 2009 legal training conference in Washington by Justice’s Executive Office for Immigration Review. The report describes the $4,200 spent on 250 muffins and $2,880 on 300 cookies and brownies (nearly $10 each) as “very costly.’’

Now, the $16 muffins at a Justice Department conference are causing, well, heartburn.

Sen. Chuck Grassley of Iowa, the top Republican on the Senate Judiciary Committee, is steamed over a Justice Department inspector general audit that found apparently "extravagant and potentially wasteful" expenses at conferences, including $16 muffins and coffee and tea that cost as much as $8 per 8-ounce cup.

"The Justice Department appears to be blind to the economic realities our country is facing," Grassley said in a statement.

"The inspector general’s office just gave a blueprint for the first cuts that should be made by the super committee," he added, referring to the panel tasked with reducing the federal budget deficit.

Rep. Frank Wolf (R-Va.), who chairs the House appropriations subcommittee that oversees Justice Department spending, also weighed in with his displeasure over the food and beverage tab for conferences.

"It is clear that while American taxpayers were tightening their belts and making difficult financial decisions, the department was splurging on wasteful snacks and drinks as well as unnecessary event planning 'consultants,'" he said in a letter to U.S. Atty. Gen. Eric Holder.

I contend there is a potential justification for a $16 bagel.

it must come from a private firm.  You can't just buy unsecured food from the local grocery store on a regular basis, or you'd have some al-Q prick spiking the breakfast of the entire staff. 

So you have to toss in the cost of background checks, protected baking facilities, insurance, security, a shitload of monitoring, and ingredients - which ALSO must come from simillarly protected firms.   

Suddenly you see it's not quite as easy as pulling thru McD and asking for 10 coffees and 15 bagels for the crew on the way to the construction site.

WASHINGTON (Reuters) - As the government grapples to find ways to trim the bloated federal deficit, a new report suggests officials might start with cutting out $16 muffins and $10 cookies.

"We found the Department (of Justice) spent $16 on each of the 250 muffins served at an August 2009 legal conference in Washington," said a DOJ Office of Inspector General report released on Tuesday.

The DOJ spent $121 million on conferences in fiscal 2008 and 2009, which exceeded its own spending limits and appeared to be extravagant and wasteful, according to the report that examined 10 conferences held during that period.

The review turned up the expensive muffins, which came from the Capital Hilton Hotel just blocks from the White House, as well as cookies and brownies that cost almost $10 each

If it were truly a concern, then you would have clear everybody at the bakery.  Then you have to clear everybody involved in the shipping and transportation.  Then you have to clear everybody involved in the receiving.  And let's not forget the manufaturer who makes the container.  Have to clear all them to.

But, this is food, so AQ can hit us at any point.  Let's clear the farmers who grow the grain and blueberries and strawberries.  Ooops...there's transportation there too - better clear all them.

Now, I don't about you, but I like a little sugar in my muffin.  Better clear all the Dominos employees too.  Uh-oh more transportation to clear.

Also, it's a well known FACT that government workers don't eat muffins without coffee.  Aw, shit...South America, here we come again...
