New EPA methane-emission regulations will strangle domestic oil production, enrich our adversaries, and damage the global environment.

Biden administration is escalating its war against the American oil industry.

According to an article in the November 2, 2021, Wall Street Journal, Biden’s EPA will soon issue regulations requiring that all associated natural gas released in conjunction with oil production be put in pipelines for delivery to market:

The Environmental Protection Agency would seek for the first time to regulate methane at existing wells nationwide, a move smaller producers fought for years. The move would place roughly a million new and existing wells under EPA methane regulation, with stricter requirements for new wells in addition to the first-time regulations for old ones

. . . .

The rules would mandate what the EPA calls “a comprehensive monitoring program to require companies to find and fix leaks” across operations including wells, pipes and storage tanks. The agency’s plan includes provisions to encourage the use of new technology such as drones for more effective monitoring.

It would also prohibit venting off gas at oil wells, which producers sometimes do when oil is much more valuable than gas. The EPA would require producers to put that gas in a pipeline to be sold when possible to keep natural gas from being wasted. In 2030 alone, that would save $690 million worth of gas that might otherwise be wasted, the agency said.

The destructive impact of the proposed new regulations cannot be overstated. Oil producers already put associated natural gas in pipelines wherever they are available. The problem is that they are not always available. For example, they are never available offshore or in regions that are new to oil exploration. They are not available in numerous locations in recently developed oil producing states such as North Dakota. They may not even be available — or possible — in many places in well-developed oil-producing states like Colorado or Texas, because terrain or real-estate obstacles may lie between the well site and existing pipelines.

Building pipelines where they do not exist can be very expensive or even impossible. Creating a requirement that such pipelines be built before production can begin will prevent oil production in all new regions and in numerous locations elsewhere. It will also force the shutdown of production at innumerable smaller wells, where the sales value of the associated gas can never justify the cost of pipeline construction.

The Biden administration says it must impose this requirement to prevent the climate impact of methane emissions from associated gas. But that problem can be (and generally is) dealt with by flaring the gas. If the flare is properly designed, virtually no methane or other petroleum gases are emitted. It is true that this wastes a useful fuel and increases CO2 emissions associated with the oil production. As a rule of thumb, you might typically produce a thousand cubic feet of gas (~20 kg of carbon) with each barrel of oil (~130 kg of carbon). So the CO2 emissions from flaring the associated gas increases the total CO2 produced from that barrel of oil by perhaps 15 percent.

But if you want to produce the oil, there is little other choice. In principle, you can refrigerate and liquefy the gas, then truck it off to market. For ten years, I led a company that developed, made, and operated equipment that could be sent to stranded oil wells to liquefy the non-methane components (such as propane, butane, and pentane) of gases associated with petroleum production. This was easier than liquefying methane, because we only needed to cool the gas down to -50° C to liquefy propane, while liquefying methane requires -150° C refrigeration. But even so, this was a very difficult business to make work, because deployable equipment is limited in size. We could not deal with the largest flares, while the smaller flares produced too little gas to make deploying the equipment worthwhile. Moreover, the size of flares vary, typically starting out very large with a new well, then tapering off to nothing over time.

Another alternative would be to deploy generators and turn the associated gas into power for sale on the grid. But utilities are not friendly to this proposal. They do it for (less reliable) solar energy because they are forced to by solar’s political friends. But no such regulations exist that require utilities to purchase electricity produced from associated gas. But even so, this would work only for a certain class of medium-sized flares, and while stringing electric lines may be cheaper than building gas pipelines, it isn’t free, either.

In any case, Biden’s proposed regulation would rule out such fixes. Only the most prohibitively expensive solution — the construction of pipelines before new production can commence or old production can continue — will be allowed. The effect of this regulation will be to shut down American oil production and replace it with foreign oil whose production involves vastly more flaring. It will cause massive damage to the American economy and the global environment, drive up the price that Americans pay for gasoline, and shift huge amounts of capital from America to others, including our geopolitical adversaries and the sponsors of terrorism. It needs to be stopped.

Democrat President Joe Biden’s administration is reportedly gathering data on an oil pipeline in Michigan to determine if shutting it down would further increase fuel prices in the region.

“Revoking the permits for the [Line 5] pipeline that delivers oil from western Canada across Wisconsin, the Great Lakes and Michigan and into Ontario, would please environmentalists who have urged the White House to block fossil fuel infrastructure, but it would aggravate a rift with Canada and could exacerbate a spike in energy prices that Republicans are already using as a political weapon,” Politico Pro reported. “Killing a pipeline while U.S. gasoline prices are the highest in years could be political poison for Biden, who has seen his approval rating crash in recent months.”

The administration has not yet made a decision about the pipeline, which comes after the Canadian government invoked an old international treaty to stop the state of Michigan from shutting down the pipeline.

Sources told Politico Pro that the gathering of information on how shutting down the pipeline could impact fuel prices was only to give the Biden administration a clearer picture of the situation.

The move comes as the administration is facing backlash from far-left environmental groups that have watched as Sen. Joe Manchin (D-WV) has stymied their leftist climate agenda.

Politico Pro added:

Industry and environmental groups have argued over the impact that shutting down the pipeline would have on the region. Line 5 carries crude oil to a number of refineries in the area, both in the United States and Canada, and its owner, pipeline operator Enbridge, estimates it is responsible for supplying more than half the propane used for heating in northern Michigan. Prices for propane in Michigan have surged by 50 percent from a year ago, according to U.S. government statistics.

President Biden appears to be suffering from a bad case of malarkey syndrome. A textbook example was presented last week when he was asked about his administration’s proposal to pay up to $450,000 compensation per person to illegal migrant families that had been separated under the Trump administration.

It was “garbage,” “not true” and “not gonna happen,” he told Fox News’ Peter Doocy at a White House press conference Wednesday.

The president was so emphatic, it seemed to be an open-and-shut case. The Wall Street Journal’s story revealing the Department of Justice negotiations with migrant families must be wrong.

But not so fast. If you are familiar enough with the president’s blarney, you may have picked up the sleight of hand in his answer.

Doocy had asked about payments of “up to” $450,000.

Biden repeated the question back to him, without the qualifier, but with a sly smirk: “$450,000 per person, is that what you’re saying? That’s not gonna happen.”

That afternoon, the ACLU, called out the mendacity in the politest way possible, suggesting the president was not “fully briefed about the actions of his very own Justice Department.”

Lo and behold, the next day, Biden was “perfectly comfortable” with the payments, said White House Deputy press secretary Karine Jean-Pierre. What he really meant was that the $450,000 figure might not be entirely accurate.

Right.

A lot of people would have heard Biden’s denial and missed the White House walk-back. And that’s no accident.

The day after an election in which his party was shellacked across the nation, the president knew that a policy of rewarding foreigners for breaking our laws was kryptonite to voters.

So he did what he has done all his career. He lied.

But he didn’t disavow the policy. Far from it. He thinks it makes him look compassionate but, more importantly, it makes Donald Trump look bad — and that seems to be the one animating force of his presidency.

Jean-Pierre spelled it out Thursday, when she blamed the Trump administration’s “cruel, inhuman, immoral policies” for the compensation payments.

By Saturday, Biden had gone from flatly denying the payments to yelling at a reporter that they were moral and justified.


“If, in fact, because of the outrageous behavior of the last administration . . . you LOST YOUR CHILD,” he bellowed and wagged his finger, “you deserve some kind of compensation.”

It’s a bit rich when Biden singlehandedly created the conditions for a record surge at the border of unaccompanied minors who, by definition, are separated from their families — and then his administration went and lost track of at least 45,000 of them, according to Axios.

There is nothing compassionate about Biden’s lax border policy, not for the poor souls who have been lured into the arms of criminal human-smugglers, and not for the American people, who already are suffering the consequences of what can only be described as a secret government-sponsored invasion.

If it were good policy, Biden would not feel the need to lie and obfuscate when asked about it.

His administration would not be flying illegal migrants around the country secretly in private charter jets in the middle of the night if it were proud of what it was doing.

It would not be pretending that migrants on these secret flights, some of whom The Post watched land in White Plains last month, are children, when a good proportion of them appear to be adult males in their 20s and the rest are in their mid-to-late teens.


But it’s all about optics for this administration. Say the border is closed while secretly removing the evidence that it is wide open and make no attempt to interrupt the millions of illegal crossings unless you get caught out, as happened fleetingly at Del Rio, Texas, in September, when a squalid migrant camp became national news.

The consequences of Biden’s border disaster are obvious.

Already in Jacksonville, Fla., a drop-off spot for flights from the southern border to White Plains, a murder has been committed, allegedly by a 24-year-old illegal migrant from Honduras, who posed as a 17-year-old unaccompanied minor when he recently sneaked across the border.

“He should have never been in this country,” Gov. Ron DeSantis said Thursday, “and definitely should not have been dumped in the state of Florida . . . This is not the way you keep people safe. It’s reckless, and it’s wrong.”

We only know about this incident because it occurred under the alert gaze of DeSantis.

His office has tracked more than 70 migrant charter flights to Jacksonville that have landed in the dead of night.

The flights into White Plains stopped after The Post’s reports last month. But illegal migrants haven’t stopped flooding the border.

An examination of open-source flight data shows the same charter jets that were flying migrants to White Plains from McAllen and El Paso, Texas, or Yuma, Ariz., are still busy shuttling back and forth from the southern border every day. Now their destinations appear to be Alexandria, Va., Chattanooga, Tenn., Long Beach, Calif., and other routes they had not flown before the border crisis erupted.

The border remains wide open, and the president keeps lying about it. Nothing is true, from his claim that Border Patrol agents on horses “whipped” Haitian migrants, and his pretense that only migrant children are allowed in the country, to his fantasy that Trump is to blame for the crisis and his initial denial that the DOJ was in talks to pay a reported $1 billion compensation to illegals.

And there is not a thing that anyone is doing to stop him.

What's telling about this is Trump literally had 90+ percent negative news coverage.  Biden doesn't get nearly that amount of negative coverage.  In fact, the MSM protects him.

“I think that’s a good idea!” said Biden as he flashed a knowing smile and pointed approvingly toward the NBA team’s co-owner Marc Lasry.

Lasry, a billionaire hedge fund manager, had flattered the president with the notion as he spoke on the White House driveway in celebration of his team’s NBA championship.
