I doubt there will be a recount, but they will have to go through all the votes, which apparently takes awhile.

Virginia officials began canvassing each county before certifying the election, with both sides monitoring the process. Some members of Mr. Allen’s camp suggested that he would challenge the vote count, in which the winning margin amounts to less than one-half of one percent of the votes cast.
But a senior adviser to Mr. Allen, speaking candidly only on condition that he not be identified, said that it is likely that Mr. Allen will concede the election if the canvass does not radically narrow the vote margin, and perhaps even before it is completed.
“As a rule of thumb, a 7,000-vote margin is pretty hard to overcome,” this adviser said. “Although it’s heartbreakingly close, he’s not looking to be bullheaded here.”
Elections officials expect to canvass until November 14. If the margin then is less than one percent, the losing candidate may request a recount, which would not be done until Nov. 27.

Ah f**k.... I officially disagree :-\ I think there should be a recount if Allen wants one... I think there should be a paper trail for a good recount... I don't think it's bad for the country... Pure Bullshit... What's better for the country is knowing everyone's vote is counted exactly right... The system is not in place in Virgina to do that... But it should be as well as everwhere else and I'm sick and fucking tired of being told that it's bad for me to make sure my vote and the vote of everyone in America is counted. If state law says it is his right for a recount, it's sickening to have one side beef up and pressure the candidate into conceding based on it being bad for me.... BULLSHIT... The dems are doing it now because the republicans did it in 2004 and especially in 2000... They're all fucking wrong... fix the fucking election systems, make it a number one priority....
e-voting is bad... If the system is broken, don't break it more... e-voting is like going to a broken down car on the side of the road and saying, hey dude, let me help you with that and blowing a hole in the engine with an armour piercing 50 cal, sticking a carrot in the hole and saying, try turning it over guy :D
