WASHINGTON (Reuters) - An influential Democratic lawmaker on Sunday called for reinstatement of the draft as a way to boost U.S. troop levels and draw a broader section of the population into the military or public service.

U.S. Rep. Charles Rangel (news, bio, voting record), the incoming chairman of the House of Representatives' tax-writing committee, said he would introduce legislation to reinstate the draft as soon as the new, Democratic-controlled Congress convenes in January.
Asked on CBS' "Face the Nation" if he was still serious about the proposal for a universal draft he raised a couple of years ago, he said, "You bet your life. Underscore serious."
"If we're going to challenge Iran and challenge North Korea and then, as some people have asked, to send more troops to Iraq, we can't do that without a draft," he said.
Rangel, who opposed the 2003 invasion of Iraq, also said he did not think the United States would have invaded Iraq if the children of members of Congress were sent to fight. He has said the U.S. fighting force is comprised disproportionately of people from low-income families and minorities.
"I don't see how anyone can support the war and not support the draft. I think to do so is hypocritical," he said.
The New York Democrat had introduced legislation to reinstate the draft in January 2003 before the Iraq invasion. The Pentagon has said the all-volunteer army is working well and there is no need for a draft, and the idea had no traction in the Republican-led Congress.
Democrats gained control of both the House and Senate for the first time in 12 years in the November 7 election, and a wholesale change in the leadership of Congress is to be made in January. Rangel is to head the House Ways and Means Committee, which is charged with U.S. tax and trade legislation.
The draft was in place from 1948 to 1973, when the United States converted to an all-volunteer army. But almost all men living in the United States - including most male noncitizens - are required to register with the Selective Service upon reaching 18, and federal benefits, including financial aid for college studies, are contingent on registration.
Rangel said his legislation on the draft would also offer the alternative of a couple of years of public service with educational benefits.

You got that right. And most of the warmongers here are either current military who are still drinking the koolaid, or people whose kids arent enlisted. When you think of the severity of bleeding out in the sand for oil, it's a fucking easy choice to make.
-
Draft???? Bahhahaha. If you wanna see the shit really hit the fan start with that crap. Fucking Iraq war.

that's what Rangel is doing. Forcing the point. Right now it's mostly poor kids dying, so people aren't rushed. If every CEO's son was suddenly refereeing a civil war with a strategy to "stall while the oil pipeline is built", you might have some campaign donations to the Repubs halted quickly.

exactly.... You can't exactly hide from having an opinion or blindly picking an opinion with a draft looming on the horizon. The days of slapping a yellow sticker on your truck and calling it good are over.
-
Wow! The only problem is that this time around people are going to desert en masse. People are not up for this bullshit anymore.
I have an idea, SEND BUSH AND CHENEY!!!!
-
He's always calling for the draft because there's no way they will ever let a vote occur. It's political showboating.
A draft is the only thing that will stop the war machine, that's exactly why it wont happen.
-
they tried this before the 04 election. they're trying to get us scared. the dems want out of iraq, if they instill some fear the public will back them
-
I'm registered with that selective services bullcrap, does this mean getting drafted? Let's pray there's never a military draft. :(

do you think the 4 American lives sacrificed a day are worth the lack of progress we've had in the last 12 months?
Do you feel 5 more years with 4 deaths a day and minimal progress is a best use of our fighting men and women?

Hard to tell. Ask the people of Iraq if Saddam would have killed over half a million of them in the past two years.

Yep. Also they didn't get us to support that war by talking about human rights abuses. They did it using WMD which didn't exist. Would the American people have supported a war to save iraqi lives? No, because there are much worse human rights abuses going on in other countries. And, there are far worse WMD threats in other countries.
We're in iran because we planned to invade 3 nations for an oil pipleline - Afghanistan, Iran, and Iraq. We let 9/11 happen and called off the fighter jets in order to invade Afghanistan. We swallowed bullshit about WMD to get into Iraq. And it'll just be a matter of time til they use something to invade Iran.

Over 80% of Americans oppose a draft.
If the Democrats want to see a return to a Republican-controlled Congress in 2 years, passing a draft is a really good way to do it. ::)

Of course they do, LOL!
Wars, like this, only affect the poor and minorities. WTF are we gonna do when they're all dead?

Are you for going to war with Iran or against? If you're for, it's not happening without a draft. Zero chance... We won't be able to just shock and awe Iran and call it good. Everything will change going after Iran.

same way i feel about red herrings thrown into conversations when a person has no argument and won't admit it. Sucks.
-
i love it when a person claims to be a humanitarian, but thinks abortions are ok. a hypocrite like you cant complain about the soldiers

Yes. And they have random drug testing in the military. I hated those 3 a.m. surprise calls.
No worry bruddah. You'd never survive anyway.
-
How does your draft work over there? Do they pick names at random or panel reviewed?

could be fair but the way you guys hold elections, it'll probably be a computer lottery and well it would be better to just draw numbers from a hat.

you got that right. hey, what country are you from? and what have you heard about our elections?
the news we were told here in the US was that Ohio and Florida, in the 2004 Election for President, had huge differences in exit polls vs. electronic machine results.

Britain. The world is laughing at you yanks. We joke the power elite must have determined it easier to rig an election now that it has become the prefered method for intelligence agencies to control third world countries. An election is easy to rig a dictator is unpredictable and has to be overthrown when he gets out of wack.

Dude, please feel free to post news articles, opinions, thoughts, and what the world knows that we don't. We get FOX news and CNN, which don't tell us much.

I heard your congress had somewhere around 6 kids at war. The number serving over here is greater.

find proof...no, really, before spreading rumor...

Rangel wants to reinstate the draft bc he believes "...it will deter congressman from fighting wars" !!!
HOW MESSED UP IS THAT THINKING...it's too early in the morning to try and think through his thought process, but I hate this liberal thinking...their views actually cause more harm in practice. This scenario is assinine.

Irony is, it makes perfect sense.
An actual draft (with no exceptions whatsoever) would make the war real to more Americans and spread the pain equally across our society.
-

lol you're pretty stupid. Why would you even bring that in to the conversation? And do you know whether 240 is pro-abortion or not? ::)
-
Does anyone think complaints made by people who volunteered to serve in a time of war are pointless and stupid? People like Cindy Sheehan are stupid. The way she parades around, you would think there was a draft and her son was called to service. He joined voluntarily.
I agree. Cindy Sheehan is way over the top.. Didn't her son do one tour and then go back again? If her son enjoyed and took pride in what he was doing then I dunno why she goes around whining and camping next to Bush's house. She should put her efforts elsewhere, like anti-war rallies.

First of all...why would YOU want to "spread the pain equally across our society"? and what does this mean?
Second....no exceptions whatsoever...do you mean physically, mentally, spiritually, economically, etc?
I am not of the class of which dems think go to fight our wars, but if it meant that much to me I would just sign up and go. There are already enough troops available to fight as the needed manpower - what good will I do adding to more peeps standing around in the US? Do you want people with higher educational degrees and or net worths to be shooting eye-to-eye with the terrorists just bc you think they need to feel some "pain"?
-
rangel's motive:
If republicans, and more importantly, republican donators - who support the war but keep their kids home - suddenly have to kiss their children goodbye to send them to war, they will reconsider their support for this war.
The draft killed vietnam. It could do the same for iraq. Anti-war people are just too dumb to realize it. The moment every senator gets a call from his son saying grandson is heading to Baghdad, the senators will vote to cut war funding and iraq ends.
(note to all: We will be in Iraq for 5 to 7 more years. We are installing an oil pipeline in iraq, afghan, and eventually, iran. So it's all a moot point to argue anyway)

Yeah, because the US never fought any wars before the draft was ended in 1972. Rangel is such a dumbass. ::)

The draft is used in cases where manpower is inadequate, and it quickly makes the war way less popular as parents with influence have to see their kids come home in boxes.
I don't understand your comment, brianx

Simple:
Only a few people are on the line when politicos make these decisions for war. It's well understood who volunteers and why. In most cases it's people with no other good options and the socioeconomically disadvantaged. It's fairly easy for our society to accept someone without a "shining" future getting killed/wounded. Until every level of our society feels the pain, every level will not take responsibility for our govornment's decisions.
No exceptions means no exceptions.
