I went to the original article, on dailymail.uk.co, and found this:

The e-mail, sent to a vegetarian campaign group, comes from an official at the Environment Agency, a Government advisory body.

Clearly, some government low-level, no-name official. Otherwise both the name and the title would've been mentioned.

The usual sensationalist journalism. Too bad it could give people an inaccurate idea of what politicians in UK are doing.

It was found in an e-mail, written by a low-level employee at the government.
