Title: Who is this and what's with the pecs?

It's a FLEX cover from 1996 i believe.

This cover was something i found randomly online and it came out long before i got into bodybuilding so it confused the hell out of me. It also made me sick to look at the discolored pecs and wonder why they looked that way.
