I stretch during my workout and post workout. Not really a fan of stretching before a workout. Muscles should be warmed up a bit before stretching, though if you are careful and don't do any balistic stretching, you shouldn't really run into any troubles doing it first.

Different types of stretching.

In the cold weather I will stretch a little as I warm up. I don't jog or bike, I just use extremely light weights to start with. If I'm going to bench, I would probably start with some light dumbells and do combo flyes and presses with a really good, slow stretch to get blood in the muscles.

During and after the workout, once the muscles are warmed up, I will stretch with more contractile force and ROM. The idea for me is to stretch the tough fascia that surrounds the muscle tissue. If I can get that to stretch, hopefully the muscle will not have to fight so hard to grow. Who knows? I think Parillo was all into that shit.

Once a week I will also get a deep tissue massage combined with PNF stretching. Been doing it for years. Works great with gymnasts and swimmers too.

I stretch the quads and hams on my leg days but as for upper body I'm guilty of not doing very much at all.
