His arms looked like nothing at any point when he wasn't flexing his SEO filled bis. The size of a relaxed arm is determined by the triceps, not the biceps, that's why Zane is dwarfing him.

Perfect triceps. Much smaller than arnold, but great shape. Bicep wise, vs arnold, forget about it...

But, IMO in that era, best arms were ricky waynes
