Title: FBI = Keystone Cops? Help us identify someone we already know about?

Govt/FBI has big press conference with photos of Tsarnaev brothers saying "please help us identify them," yet they already had older brother on record as a potential terror threat....

I thought they had highly advanced facial recognition software for this?
