a perfect conductor of electric current has little or no resistance, in a battery cell you have two different types of metals on each side sandwiching an electrolyte solution or gel in the middle. this is where power comes from

if you put meat in the middle instead you would have far too much resistance, or a dielectric the perfect insulater, but meat wouldnt help with the polarization effect rebounding energy much like in a circuit

in dielectric materials in a circuit the dielectric material has no conductivity but has high polarizability wich then sends the electric current back in the same direction from wich it came because the perfect dialectric has high resistivity

You could wrap yourself in meat when working under houses and you won't need to worry about electrocution.
