There are tariffs and fees and restrictions on sending money to lots of countries. Not just those that are embargoed.
And this is completely different than the $25 you pay for wire transfer fees. It can be an excise tax to cover the border security, for example. And Western Union certainly can get hit with a fee.

Couple things. Western Union is a public company. Just like Comcast, AT&T etc. You ever look at your phone or cable bill? It's filled with taxes and fees collected by federal, state and local governments.

It doesn't matter. A lot of companies aren't government owned but have to pay taxes and fees implemented by the government. Hell, the government can make it illegal to do business with entire countries, they can sure impose a fee on US dollars flowing to a foreign country.
