I realize that this homeless situation has been discussed on this board before, but I can't find it ... so in an attempt to resurrect it once again .... here's a start.
In my humble opinion this homeless situation will never be resolved but some individuals seem to be willing to make an attempt to get these people off the streets.
But it's going to take a shit-load of money to give it a try and .... in Los Angeles there is more than a shit-load!
For instance Jeffrey Katzenberg(look him up) is reported to have a net worth of $900 million and as far as I know he is the first Hollywood millionaire to give it a try.
And Jeff's entry into this problem just might open the doors for several more Hollywood, movie making, multi-million dollar, personalities to get off their asses and join Jeffrey in an attempt to solve this situation which I honestly believe will not be resolved during the lifetime of the youngest Get-Bigger on this board.
On rare occasions some individuals on this board seem to be 'great thinkers' .... so if you thunk a thought that no one has yet thunk about that could be helpful in getting people off the street ... let Ron know ... and we could see Ron joining up with Mr. Katzenberg (anything is possible) before the entire West Coast resembles Calcutta which I believe is in India where no IFBB Pro tends to reside...... thereby making this bodybuilding related.

A good start is to stop allowing homeless people to have these encampments. I know this won't permanently fix the issue, but it's a start. In my city, people are allowed to setup tents literally anywhere. Side of a busy street, retail store, parks, etc.

I have a close friend who was homeless in San Francisco for some time in the mid 2000's.
She told me that being homeless having to sleep on the streets is complete bull shit.
She said there are places to get free food and clothing. There are shelters to sleep in during the night.
She said that the only reason people are homeless is because they want to be and the reason you see them on the streets in tents, or sleeping under freeway overpasses is because they don't want to follow the rules of the shelter.

You are correct, the problem is quite complex.

Also, it will show you how much help it takes to help one person get out of homelessness. In CA, we have hundreds of thousands that are homeless or in and out of it.
As harsh as it is, I think you have to start by not allowing it in public areas. Building a shelter, setting up a tent, etc., should not be allowed.

I gotta assume that youse GetBiggers are somewhat familiar with the initial start of this homeless situation when the state of California closed down what used to be call 'The Nut Houses' in the Napa region of Northern Cal which closed shop for all the mentally incapacitated individuals.
California also passed a "law" that mentally incapacitated individuals could not be placed in what I believe was called "Care Homes" without their individual consent.
And then the New York region adopted the same 'law' which spread throughout the USA .... and eventually produced the shit we find ourselves in today.
New thought .... I think I have yet to see any homeless photos/videos of families with children living in the homeless cardboard boxes or tents thrown together on the sides of the roads nor along the Venice Beachfront walkway .... the actual name of which I have forgotten.

10 years ago or so in Houston they did a big story on the homeless. They followed them around for a few days. A lot of them were making 200-300 dollars a day begging for money.
Had cars, houses, families, etc.
Just wanted the easy way out.
Why work when you can beg for money?
Most of the people that are truly homeless are mentally ill and/or drug addicts. Apart from sticking them in a mental institution, there is little help.
The shelters have rules and they don't want to follow them.
You could give these people health care, jobs, money and housing; they would be on the streets a few weeks later.

Before I watch each of the above videos I'd like to add that a good friend of mine just told me that some of these street people are making more $$ each month due to the money they receive each month from various government agencies and social security.
A monthly income that exceeds the income which they'd receive if they went out and found a real job.
Any truth to that?
I used to give street corner beggars $1 to $5, but now a days I usually stop by White Castle which sell little burgers really cheap and I buy a bag-full a hand them out to beggars who look hungry while walking down the Strip.
One recent 'thanks' was from a guy who said, "What the hell am I supposed to do with this?!!!!" when I offered him one of those McDonald Happy Meals!
I laughed a bit but he was pissed!

Just so you know, there has to be an asylum and one with a vacancy. Not that long ago, someone had the brilliant idea to close mental hospitals and mainstream the patients. Guess we all know now how well that worked out. ::)
As far as getting a job, the job has to pay enough to make it worth it to go to work. If someone has a child, the problem is magnified. Childcare often cost more than the wages someone can make working.
Sure many people are in these desperate situations because of their own making. So what? If no remedies to change things can be found or agreed upon. The homeless will grow in numbers. Their garbage will fill our sidewalks spilling over into the streets. Like it or not....poverty will never disappear and it definitely will never disappear on it own.

HAWAII FACTS:
I purchased my first apartment in Hawaii while I was stationed at Camp Smith for $12,000 purchased on an Agreement of Sale with monthly payments over 3 years.
Back then the only homeless people I ever saw was one individual who was sent to Oahu by a Federal judge in San Francisco who figured that the weather was decent enough to live homeless all year long.
Within a couple of months he was seen with two broken legs sitting on a bus-stop bench on Kuhio ave. I was told that a couple of locals greeted him with a warm Aloha by jumping on his legs while he was stretched out along the sidewalk and the gutter.
Another homeless black guy who Keith talked to frequently lived in a tree-line area along the Ala Was canal with a shopping cart full of his personal trash. He was found dead one warm morning and only then did the Honolulu Advertiser disclose that he was once a very important individual within one of the Fortune 500 enterprises.
Locals were never homeless back then because three generations of family members would form a HUI and and live together in whatever home they could afford.
BUT .... It didn't take too long for home prices to suddenly rise when foreign (Asian) and Canadian investors entered the picture and $40,000 one-bedroom apartments climbed almost over-night to $100,000 +.
But that was just the beginning of what broke the Hawaiian camel's back.
Because the military contributed to the problem by increasing the monthly off base housing allowance ($$$) .... which only encouraged home and apartment owners to increase monthly rents ... often more than double!
All of this and much more contributed to Hawaii's present homeless situation.
One last comment:
There is a major shopping complex called ALA MOANA where the Sear's department store used to be. It's a great location directly across from the Ala Moana Beach Park,
So they tore down Sear's a built a multi-million-dollar apartment complex in which every apartment has million dollar view of the ocean and dazzling sunsets.
But now those million dollar apartment owners watch those dazzling sunsets over the heads of hundreds of homeless squatters who get the same sunset view while sitting in $10 tents and cardboard boxes.
PELLIUS!! Is this still happening? And what's the situation on the North Shore?
