Possible home stadiums for the London team include one or more of Wembley Stadium, Twickenham Stadium or Tottenham Hotspur Stadium. The NFL is aiming to establish a London franchise by around 2025, and has the active support of the British government. Is the NFL expanding to Europe?
In total, the league is sending four games to Europe, three in London and one in Munich, Germany, and that is by design. Commissioner Roger Goodell said he hopes to expand the league into Europe in the future, eyeing potentially four European expansion teams for a Europe-only division.

they saw how basketball has become more of an international game, even if they don't put teams there just the interest alone will sell more merchandise and improve the brand.

They had a separate NFL Europe. Basically a bunch of European teams playing each other in a separate league.
The new initiative is to have an existing franchise move to London and play in the NFL. Kinda like how the Raiders moved from Oakland to Las Vegas.

Today's NFL players rarely live in the cities they play for in the off season like they did in the old days.

The American players that have already played in London all rave about the Euro sluts here at the NFL parties. That's probably the main reason they love coming here.

Lines are so tight you can't make money off the NFL so who cares.
