Yes. It's implicitly condoned. They don't know any better. They're constantly told that theyre victims of white people. They're constantly told it's not their fault. Its the systemic racism created by white people.. they have no concept of personal responsibility or self control.
Your average white kid in any blue state is raised believing black people are victims, don't judge them, they suffered because of racism, don't perpetuate stereotypes , white people are racist by nature, black people are victims of their environment etc etc etc....
The average black kid raised anywhere is raised to believe: don't trust white people, they're all racist, they all hate you, they'll all hold you down, dont ever take up the side of a white person over a brutha- even if the brotha is wrong its only because racist whites never gave him a chance...
Then when these 2 sets of people meet in the real world you have 6 black kids beating the crap out of a white girl and a principle and everyone carries on. White people cary on feeling some vague sense of guilt or shame and black people cary on being ignorant, indignant and hateful.
