The problem is that the citizens fear prison, the immigrants don't or aren't smart enough to look that far ahead.

They only need organization and someone to lead them.

There are 100+ citizens per police officer

Sad to say but they need to leave that individualist thinking and selfpreservation and have to become a hive mind to overcome the current society! :D
