Maybe you are joking, but...
Never once heard of solitary confinement with a cell phone and that's "contact with the outside world." Never heard of phones being allowed in any prison for obvious reasons. So what's the deal? :D

I have heard that some prisons allow tablets for educational purposes and tv viewing, but there is no internet connection or social media on it.

My understanding as well, maybe a type of intranet. I saw some prisons have the inmates log in with their tablet during the day and the tablet takes their picture and these have been released on the net :D
I could look it up but I'm really doubtful Tate is allowed a phone and that he's allowed to go on social media ???
