My best friend / training partner has a physique jus tlike that. He won his weight class in the NPC Mr Lehigh like 4 years ago, it was a pro qualifier- Amazing physique..but he couldnt muscle up enough unless he got on the gear. Its worth it for him IMHO becaus eof those awesome genetics...
Small waist, sweeping thighs, huge arms, and just a low low BF..Im so jealous..lol..hes strong as shit too, he curls 100lb dbs for a few reps..that was even before the gear...

I dont know who he is but he looks great.
