Many Japanese women have what is called Iku Iku byo (Cum Cum Disease), or for those who seriously love real medical abbreviations, persistent sexual arousal syndrome (PSAS).

My bet is that a large part of the problem is mass 'hysteria', collectivistic societies like Japan's are a bit more prone to it.
