Was there some bill recently about bag fees?

I heard there was some bill about forcing airlines to refund bag charges if they lost your bag or your bag didn't arrive at your destination.

Last week i had a multi-city/state trip where in the middle of it one of my flights was cancelled due to mechanical problems.  Of course the airline was so incompetent they couldn't just put 1 bag on 1 flight with 14 hours to do it. 

Consequentially, i went without my luggage for 2 nights and 3 days.  lol
