There's no physiological difference between a 17 year old and an 18 year old. The law is arbitrary. Technically speaking most people are not fully mentally mature until late 20s. The body can keep changing until early 20s. It's kind of ridiculous that 17 gets her prison time but a few months older and 18 and no one cares.
