MARTY, I'm sure that your are well aware of zoning laws and requirements which either prevent or allow or control the Governor to modify the number of single family residences that can be built on any given piece of land.
Those laws are made for the benefit of all and are definitely well intended but often in conflict with developers and property owners who want a good return on their investment.
Visit any country outside of the USA that has no interest in zoning laws and you will most likely see neighborhoods which many of us would refer to as "trash-helps or shanty towns".
Within the USA the zoning laws for specific parcels can be changed (a lengthy procedure) but I am no longer educated on how that is accomplished, but I can do my best to find out if you have any specific interest.
