OK. This went viral though and no one seemed to interpret it as "normal Ameri-speak." I've seen "serious" commentary saying the sounds and mispronunciations can be a sign of frontal lobe dementia. For example when he tried to say missiles he said something like mishoosh. Obviously there's people who want to misinterpret but Trump is also 80 so cognitive decline would be expected. He will be under the microscope.
You can tell from my post history that I'm not a Trump apologist. I think he's done some things that have helped the US and some that have hurt it. That said, the video is short snippets without context. His cognition seems at least average for his age, and possibly above average. I agree that nearly all people in their 80s show some decline, but I can't draw a firm conclusion about Trump specifically from a few edited clips. He gives a huge volume of speeches, so occasional slipups and stutters are inevitable, and at least some of those are intentional.
