No, he wasn't overlooked. He has a lot of muscle but not he best shape, conditioning or structure compared to the top guys on stage.

a little-known fact:

in the movie Predator, before the Predator meets arnold in the end for the final showdown, he caught up with that one south american jungle girl before she could (get to the choppah!) and the two made love.
this is their offspring.
