no, i mean...lets say i take the measurement of my arm pumped up, and it was 19....how long would it take if i stayed consistant to achieve that measurement cold.....unpumped. like it is my real arm size..?

hard to say, if youre new to bodybulding and you got a frame that could pack a lot of mass it can happen fairly quickly, if you've worked out for a long time, it get's harder as you're closer to your genetic max...

but regardless of how long it'll take, just keep on working those arms... not much you can do now is it  :D

It all depends on many variables, genetics, nutrition and how well and smart you train. Definatly be careful not to overtrain arms.
