Serious question for the black members

Why do black people announce their thoughts aloud? 

example:

a car is waiting to make an unprotected left hand turn. a black driver behind them sees this, and annouces, loudly," aww hell no, i aint waiting..." and goes around the car.

Is this just a california black culture thing, or is there something else that causes this?  It doesn't bother me at all, I actually find it pretty funny... i just think its odd.

it could be a southern thing, as most blacks in Cali have their roots from the south. But, I've seen it here in the mid-Atlantic, in NYC, and down south from all peoples...

For instance, "Oh, no you are not!!!"

and don't let "Becky" be late for her hair and nail appointment...you'll hear everything, while waiting in line at Rite Aide...

Why does black guy in suit ask me for money for some kinda kids thing instead of working 60 hours a week and giving his pay to those disadvantaged kid?

Most un-educated blacks are rude and disrispectful, the cultured ones are awesome and polite, but these welfare living street punks are a complete bunch of losers.

Black kids in my HS did that, Black kids in college did that and black adults of all ages do that round here.

why do blacks all have a hip hop ringtone on their phone and the volume set to the HIGHEST level?

why do they pay $10 to see a movie and then spend the entire time talking LOUDLY to the person next to them?

I'm starting to think black people must all be hard of hearing
