Kennedy is just trying to be argumentative with loaded questions that have nothing to do with the witness or why he is there. It makes a cute clip to rile the masses but really just makes Kennedy look deliberately stupid.
He asked an objective yes or no question - that isn't a loaded question.
A loaded question would be if I asked you: "Do you think the internet should be censored, or do you support child porn producers who want the internet to be free?"
