it's not so outrageous, most non americans dont identify as black. They either identify by their country of birth or often times their particular ethnic group. I served with loads of ethiopian jews and none of them identifies as black
The vast majority of people identify as the race which they actually are and not what they wish to be perceived as.
Nationality, race and ethnicity are separate criteria.
Most people identify with each of those, and also language, dialect, religion, region, town, city, etc.
