In addition to the point you made about needed protect confidential sources and methods this document was received by the FBI through through the Pittsburgh field office during the Trump Administration, where Bill Barr had created a channel for allegations involving Ukraine.    The allegation contained in the document was reviewed by the FBI and Trumps Justice Department and was found to have no basis in fact. Republicans are already on the record (I think it was Chuck Grassley) saying they don't even care if the info is valid or not which is kind of strange thing to admit.
