.well wild cards bit values are 32 bits placed along side IP network addresses to restric traffic (Ips and networks) inbound or outbound from your local network.(use the NAND gate i think)
at layer 3 the open standard protocol OSPF uses wild cards to advertise network and control which specific ranges of addresses within a network are advertised.
a wild card in short is basically an inverse of a subnetmask.
to get a wildcard (and most tekkies dont know this trick!) simply substract the subnetmask from 255.255.255.255 or /32
