I have plenty of reasons to think he might be drunk:  he's an admitted former drunk, there have been plenty of rumors that he started drinking again, he appears (to me) to look shit-faced in that photo...ergo I think he's drunk.  I have no reason to give him the benefit of the doubt.

It turns out that Bush was arriving when that picture was taken which I think only increases the probabilty that he was drunk.
