That's actually a great product Ronco invented and its still sold to this day.  Looks better than a hairpiece and much cheaper too.   

this and that toppik powder they use is probably in every makeup and wardrobe trailer on every movie set,,even people with good,full hair have some sort of the 2 applied to fill in even sm scalp lines so lighting dosen't glare when filming and ruin shot.
