No, def not. You get better lines & fullness over the years when your training & diet is on point. One of the few benefits of becoming older as a BB'er is that your skin becomes thinner, which adds to the equation.
Phil is as dumb as Ronnie by taking the 'bigger is better' route.

Still disagree, but it really can't be proven either way. With the "training and diet" qualifier, we can never truly be certain what brought about a given condition/placing, etc. at any age.

'91 Haney certainly looked his all-time best, but I'm having trouble thinking of many others who looked better as they aged. Are you talking a few years of "maturity" or, like, a decade and such?

And still, better vs. worse is subjective. I think Levrone, Flex, and Jay all looked best at their Olympia debuts, and I doubt you'd agree.

Well, I do agree with your last statement, and the same goes for Ronnie in 1998. I'm talking about the difference between 2-3 years of training and 10-15 years of training. It takes time to get those deep lines & fullness.

Here's a young & a 'mature' Dennis Wolf

Just semantics then: full potential vs. "muscle maturity." Obviously, most aren't gonna be Olympia-caliber after 2-3 years in the gym. No idea how old he is, or how long he'd been training in those 'young' shots, but that's just a dude who hasn't fully developed yet.

By 29 ('07 Olympia), though, Wolf - perhaps still physically immature by bodybuilding standards - looked about as good as he ever will. Most would argue that was his best showing. Certainly hasn't improved much since.

Using bodybuilding's 'bigger/freakier/more-everything is better' standards, seems he's even regressed.

Totally normal for a resting man to sweat that much.

And Roelly has better arms than Ramy, and freakier triceps than Phil.

Phil should keep the hair and beard.  The bald look is old and tired.

I can't believe that Dexter is still roided-up at his age. This guy simply does not care about his kidneys or liver. He needs to overcome his fear of weighing 170lbs again; and come off of everything.

It would be wise if he retires, so that he's able to enjoy the rest of his life while maintaining decent health at the same time.
