If he's talking technically then yes.Sugar ray was a skilled boxer while Rocky was a brawler who would beat his opponent down with body shot after body shot.

He said rocky never faced any good heavies as Louis was past his prime when he got beat and the other heavies he faced rather sucked

He could only fight who was in his era.same could be said about Tyson and others but it shouldn't be held against them to my thinking.
Every great fighter fought a bunch of bums along the way.
Another way to think about it is that some of these so called bums were good fighters who just ended up in the ring with a much better fighter then themselves.
