I cannot remember a time when Newspaper articles headlines weren't meant to be eye catching which often means they are misleading. I figure that's how journalism works and everyone knows it and accepts it. When I was still reading the Epoch Times and The Daily Caller, I often found that there was nothing not one word in the body of the article that related to the (sensationalized) headline.

Hope you took the time to read the entire NY Times article and didn't just scan it for something that discredited the headline, because there is a lot of information in that article. Not saying it is right or it is wrong. I think you should give the author some credit for including that information.
