It can help to raise the quality of life, but it depends on how you spend it.
I don't believe that buying expensive cars, jewelry, yachts, etc make you a happy person. It's fun for a while, nothing more than that.

New limo for Putin.

For the first time since the end of USSR, president of RF will roll by domestic car.
ZIL making comeback, loyal to classic lines of the limousine of Soviet leaders.
He wanted a domestic mobile office since he first became president but Soviet ZIL's weren't no more suitable for the job.

with all that money, I believe these guys think that they need to spend it because they have plenty of it....nothing is unaffordable to them, ....but I believe that if one can afford something, go ahead and make yourself happy. yes, it is Vanity, but I don't see a point of having money and not living it.....at the end, we all get tired of something once we're in possesion of it

well, for person that level it's the functionality over looks.
He must be able to communicate and work with entire government and military while in that vehicle. Plus it must keep him alive in case of surprises.
