Because they would not suffer enough and it would not set as gruesome an example for others.
In fact many times they would not saw someone completely in half but up to the abdomen to prolong the suffering. Quite sick really.
Same reason why Mexican cartels often use blunt knifes, unlike the executions in Saudi Arabia where usually it's one strike, one clean cut.
