A little background and context here. That's a NJ Trooper. Driving slow and continuously in the left passing lane is a violation that also gets you points against your license. He got the slug out of the passing lane with no moving violation ticket that would have also drove his insurance rates up. I say it was a win for the driver.  If you ever drove on the congested roads of NJ and have a slow day dreamer in the passing lane you day dream you had a bazooka to blow him out of the way.

When lights and blips of the siren don't work to get their attention it helps to put those lights right in his mirror. Changing lanes signals when you're lit up like a Chirstmas tree with lights? Cars should be backing off. Again if you have ever driven on the NJ Turnpike or other major highway in densely  NJ and have been frustrated by a driver blocking the passing lane you would understand.
