Yes...the kid can stand in the road or sidewalk all day and walk through neighborhoods....it's not illegal.
Police officers have to answer any and all complaints and he's free to ask questions if he wishes but the kid doesn't have to explain himself. He also can't tell or force someone to get into a police car unless he's under investigation of a crime he may have committed or is under arrest.

The officer had lawfully authority based on what was obviously a 911 call of harassment (there were contextual clues that you conveniently ignored in your analysis) cops CAN detain people without probable cause. See reasonable suspicion or Terry vs. Ohio.
Kid disobeyed a lawful order, which is petty but arrestable nonetheless.
Kid then resisted, which is definitely arrestable offense. Even when underlying probable cause is thin or even flawed.
Cop took the high road and released him instead of booking him on a trumped up charge. Whether the initial p.c. was solid or not the kid clearly resisted as evidenced by the video.
Just hope he wrote a use of force report for the take down, which was also justified. But if he didn't document it he could be liable.
People making excuses for this kids behavior is why the country is fucked.
Most people proceed from the staindpoint of an obligation to comply with the law and follow lawful orders of law enforcement.
With blacks though the standpoint is always 'were they capable of understanding the law?' When you set such a low standard expect commensurate results.
Calling this encounter 'violent ' is ridiculous.
