There could definitely be enforcement put in place where these folks would be as likely to do this sort of thing as they would be to welcome a blow torch to their faces. And it won't be so bad for violent minorities, their quality of living won't lower if they can't rape infants or sucker punch octogenarians. They'll be fine.
