I would be surprised if she runs again. She's probably just soaking up the attention. If she thought her political future was still bright she would have run for governor of California.

If California voters thought Kamala Harris intended to run for President, they most likely would not vote for her to be Governor. Gavin Newsome's term isn't over until January 2027, so exactly when would she campaign for Governor and then for President?

I'll actually be surprised if she doesn't run.  She's not the brightest bulb.  She will look at the number of votes she got in 2024, see how weak the field is, and probably run again.  That's partly why she wrote a book and went on a book tour.

I thought that the reason she DIDN'T run for gov, so she could in 2028.

She was an absolutely horrible candidate.
