I have no idea myself but a few have said that the Venezuelan heavy crude is costly to refine and getting it out of the ground in quantity will take heavy investment and time so it may take a while, several years, before it turns profitable. Some questions also if the companies are ready to invest at this time because of uncertainties and some said the tax payer will foot the bill, but this is just what I heard.
Regarding protests or celebrations, in this instance Venezuelans celebrating, it's always difficult to know the scope of it as it's always a case of biased reporting this way or that. Same in Iran with the protests. Usually people resist foreign military attacks and occupation even if they dislike their government.
