Tore ligaments in knee, that's why legs are behind. Calves are just genetically difficult to grow.
Thats funny. I know several guys that tore ligaments (multiple ones at the same time) and still handle 350+ on heavy squat days and have moderate thigh development. I mean, they could use more, but like a lot of people (cough, cough, YOU) they dont push themeselves on legs because its "HARD"!
