He, like Fox 77/78, saw it as simply a quick tool to generate more interest in the re-release of STAR WARS. He did provide notes to the production company contracted to produce the show, on what the special SHOULD be about, but was NOT directly involved with the live action segments of the special in any way.
One portion of the SPECIAL that DID directly involve George Lucas was the inclusion of the Boba Fett character which was originally planned as a live action segment for the SPECIAL. Early 1978, in terms of STAR WARS toys, Lucasfilm LFL and Kenner began releasing advertising on various action figure packaging for a "BRAND NEW character to be featured in the BRAND NEW film".
George Lucas saw the HOLIDAY SPECIAL as a way to indirectly introduce the character of Boba Fett to the public in a way to help push toy sales, as well as generate interest in TESB, which was already in pre-production.
