I agree somewhat. I think the arms will grow, just not as much as if you had a movement that did involve them going to failure. This is a good basic routine:
1) squats
2) weighted chins (or pulldowns)
3) weighted dips (or bench)
One set to failure.
I find if someone's lazy I have to get them on this so they don't dread the volume. It's easier to "sell."
